Rules and Regulations
1. The Saint Cloud Short Film Festival is a short film competition to showcase film makers 2-15
minute cinematic works. All films must be at least 2 minutes long, but no longer than 15
minutes.
2. All entrants must be currently US citizens.
3. There are eight categories for film submissions: Narrative, Animation, Experimental, Documentary, Horror, Sci-Fi, Action/Adventure, and Comedy.
4. Film makers can enter one film per category, but can submit individual films in multiple
categories.
5. Due to time constraints, NOT ALL FILMS SUBMITTED WILL BE SHOWN publicly.
6. Films will be viewed and rated by a preliminary panel of judges, comprised of faculty
and knowledgeable critics, prior to competition screenings.
7. All film makers who submit films must be substantially involved in the production of the
film.
8. If music or any other copyrighted material is used, the entrant is responsible for
securing permission and public use rights for use in the film.
9. All films must be submitted in MPG and/or Quicktime format.
10. Four awards will be given to the winners of each category, and a significant award will
go to the overall winner.
11. Awards will be chosen by the panel of film professors and knowledgeable critics. The
decision of the panel of judges is final and cannot be appealed.
